Paul J. Toner

Mr. Toner is an Associate with the Law Offices of Vincent B. Mancini & Associates. Prior to joining the firm, Mr. Toner served a two-year clerkship with the Honorable Renee Cohn Jubelirer of the Commonwealth Court of Pennsylvania.  Mr. Toner is a graduate of the Penn State-Dickinson School of Law.

Mr. Toner has successfully represented clients in complex matters before all levels of Pennsylvania’s Unified Judicial System, including the Pennsylvania Supreme Court.  Of particular note, Mr. Toner’s advocacy has led to multiple appellate level decisions, including published decisions premised on Pennsylvania’s Local Tax Enabling Act, Pennsylvania’s Religious Freedoms Protections Act, and Pennsylvania’s Eminent Domain Code.  Mr. Toner is a regular presenter to trade organizations and continuing legal education seminars on timely issues such as developments in the Landlord-Tenant Act, Pennsylvania’s Home Improvement Consumer Protection Act and Constitutional limitations on municipal inspections.  Among his distinctions at Penn State Law, Mr. Toner served as the Senior Editor on the Penn State Law Review, was selected as trial competition team member of the school’s ATLA Trial Court Team, and served as an associate editor and contributor to the World Arbitration and Mediation Report.

Mr. Toner resides with his wife Suzanne and daughter Marguerite in the Southwest Center City neighborhood of Philadelphia. Born and raised in Springfield, Delaware County, Mr. Toner remains deeply rooted in the local community, and is a proud alumnus of Cardinal O’Hara High School and Saint Joseph’s University. Among his community involvement, Mr. Toner serves as a member of the Board of Directors for the South of South Neighborhood Association (SOSNA), the SOSNA Zoning Committee, the Saint Joseph’s University Law Alumni Association, the Freire Foundation, and the McGinley Family Foundation.
